The City plans to fully own this project. After reviewing the Letters of Interest provided in 2022 and extensive financial review of this project, the City is considering full ownership of the Bluff Road Landfill Gas to Pipeline project. As stated in the RFP, this project will be funded “all or in part with City funds.” This decision resulted in this Request for Proposals that follows a more traditional Design - Bid – Build approach by the City. This decision does not preclude potential proposers from submitting a proposal that meets the requirements of the RFP, but offers some type of shared financing / profit sharing as an option.

Dear all,
Upon reviewing the RFP 23-240, there appears to be reference to two very different types of service providers:
1 - A Consulting Engineering company, to manage the project and apply for IRA benefit
2 - A Gas-to-Energy Developer, to design and build the facility (in addition to other services not requested in the RFP document at this moment).
Usually, these two entities would not participate in the same RFP process. As such, would the City be available for a call to discuss the scope intended?

Reference to IRA tax credits in this RFP are provided to give notice to the designer of the need to use appropriate practices and provide documentation for successful tax credit applications to the IRS This RFP is for preliminary design, design, and construction management that will lead to a successful bid for construction of a landfill gas to pipeline project.

You mentioned the City being open to some financial arrangement being proposed outside of "city owned and funded model." Is this in reference to any financial guarantees and/or guarantee of performance being considered as part of your evaluation? The RFP seems to limit those who can bid to only consulting engineering firms based on how the milestones are broken down within the RFP.
If so, would the city consider leveraging the Energy Services Model, using statute 66-1062 to 66-1066?

Hello,
For this RFP, is there a specific size preference? I see that current LFG recovery is around 1750 scfm, but there are projected values for 2300 scfm, 2750 scfm, and as high as 3250 scfm. Please advise if there is a volumetric flowrate you would prefer to be proposed.
