Pre-Solicitation Notice

On or about 8 April 2024, the Government intends to issue an Architect-Engineering (A-E) Services synopsis (i.e. A-E solicitation) for a $20M Small Business, Value Engineering Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) with a targeted pool of five (5) contractors. The contracts will be awarded for a total of seven (7) years; one five (5) year base and one two (2) year option. The NAICS code for this contract will be 541330 – Engineering Services.



The current requirement is for one Multiple Award Task Order Contract (MATOC) for Architect-Engineer services to primarily support the USACE Value Engineering Program in the Omaha District, although it may be used by other Districts within the Northwestern Division (NWD) Area of Responsibility (AOR) but may include support in other USACE Districts and Divisions AORs covering locations throughout the Contiguous U.S., Alaska, Hawaii, and outlying areas as defined by FAR Part 2.101.



Requirements for the A-E Value Engineering MATOC include, but are not limited to, facilitating VE studies utilizing the Society of American Value Engineers (SAVE) International six-step job plan with personnel holding a current certification from SAVE International as a Certified Value Specialist (CVS), providing additional personnel for participation in VE studies including, but not limited to, administrative assistant/project coordinator; Architects; Civil, Electrical, Mechanical, and Structural Engineers, Construction Managers and other professional disciplines relevant to projects being studied and executed within USACE. Additionally, the successful contractors will be responsible for assembling and producing reports of the activities conducted and report findings from Value Engineering studies facilitated.
