The USDA Animal and Plant Health Inspection Service (APHIS) intends to award a purchase order on a sole source basis, under the authority of FAR Part 6.302-1, with Luminex, Austin, TX for the calibration of the red and green lasers and the maintenance of 2 LX200 (LX10012128405 & LX10007228402) and Milliplex Analyzer (LX10015265403) instruments for use at the National Veterinary Services Laboratories (NVSL) located in Ames, IA

These instruments are used to perform the xMAP Salmonella assay for molecular determination of Salmonella serovars. Salmonella testing is ISO 17025 accredited. The LX200 are also used in the screening of NVSL owned specific pathogen free (SPF) chicken and turkey flocks, used in the production of reference materials (RM), by NVSL.

These services will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The sole source determination is based on Luminex having prior work experience with USDA APHIS and currently the only manufacturer that services the red and green lasers and the maintenance of 2 LX200 (LX10012128405 & LX10007228402) and Milliplex Analyzer (LX10015265403) instruments . The anticipated total value of the purchase order is $23,151.00.

This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
