Site Visit: A Site Visit has been scheduled for Wednesday, August 16, 2023, with a meeting time of 10:00 AM Central Time, at the Bessey Ranger Station in Halsey, NE. This will be a time for prospective contractors to view the contract area and become familiar with the requirements.
BACKGROUND:
The Bovee Restoration IRSC shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.
NAICS: 115310: Support Services for Forestry, size standard: 34M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition.
PROJECT LOCATION:
The project is located in Thomas County, Nebraska, between the Middle Loup and Dismal Rivers near Halsey, NE. The project area is located 2.9 miles southwest of Halsey, NE, and 16.4 miles east-southeast of Thedford, NE. It is in Township 22N, Range 36W. Access to the area is from State Highway 2 to State Highway 86B. 86B is a two-lane scenic road that sees heavy recreational traffic, and passes through the US Forest Service Bessey Nursery and administrative areas.
PERIOD OF PERFORMANCE: All work shall be completed by May 31, 2025
DESCRIPTION OF WORK:
The Bovee Restoration IRSC project is a timber salvage and fuels reduction project proposed in order to reduce hazardous fuels following the Bovee Fire, in preparation for reforestation activities and future forest management activities including prescribed fire. The project includes cutting, yarding, and decking of all conifer material greater than 5” diameter at breast height within the cutting units. Removal of pine sawtimber meeting merchantability specifications is mandatory, and removal of all other decked material is subject to agreement. Priority 1 units will be accomplished first, and priority 2 units will be accomplished as funding allows. All material is to be processed within the units, with slash spread on skid/yard trails and the excess lopped and scattered. Pre-haul, during, and post-haul road maintenance will be required.
ESTIMATED TIMBER VOLUME AND SPECIES COMPOSITION IS AS FOLLOWS:
Mandatory Item Timber Volume: 11,500 tons of Pine Sawtimber
Optional Item Timber Volume: 7,600 tons of Pine Sawtimber
Timber Subject to Agreement: 400 tons Pine Non-Sawtimber, 2,000 tons Pine Biomass, 5,800 tons Cedar Non-Sawtimber, 2,700 Cedar Biomass
Awarded contract will be a commercial services contract with requirements for timber removal.
The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm fixed price commercial services contract.
