This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The NEARNG does not intend to pay for any information provided under this notice and is not obligated to notify respondents of the results of this notice.

The Nebraska National Guard (NENG) has a requirement for targeted advertising campaigns with the contractor having advertising abilities on four different advertising spaces: Facebook, Instagram, Google and YouTube.

The NEARNG’s desire is to capitalize on brand association, brand equity, and a social media campaign that reaches our target demographic or persons that have a reach to our target demographic. The NEARNG will have direct contact with the Contractor weekly, on the status of total spent dollars to include the following: impressions, cost per click, click throughs and submitted forms. Please review all documents in their entirety for a complete description of the requirement.

This requirement is set aside for small business. The North American Industry Classification System (NAICS) code is 541840 with a size standard of $21 million dollars.

The Period of Performance for this contract is as follows: October 15, 2023, through July15, 2024 with two additional option years 16 July 2024 through 30 June 2025 and 1 July 2025 through 30 June 2026.

Award will be based on the overall Best Value to the government; price and other factors being considered. Vendors wishing to be considered for award shall meet all technical requirements as outlined in the Performance Work statement; shall provide at least three (3) references of work, similar in scope and size, with the requirement detailed in the PWS. References must include contact information, a brief description of the work completed, and contract number (if relevant). The Government also reserves the right to obtain information for use in the evaluation of past performance from any and all sources. If an offeror has no recent or relevant past performance, past performance will be treated as neutral, resulting in an acceptable rating.

All questions must be received by August 17, 2023 at 10:00 a.m.

All quotes must be received by August 30, 2023 by 10:00a.m. CDT. Vendors who fail to furnish the aforesaid information by August 30, 2023 will be considered non-responsive.
