Sealed Bids will be received by the Department of Utilities of the City of Fremont, Nebraska at the office of the City Clerk, 400 East Military Avenue, Fremont, Nebraska, until 2:00 PM CST, on Tuesday, January 17th, 2023, for the purchase of the following:

Substation Transformers

Bid Option No. 1: Furnish One (1) – 69-13.8kV 15/20/25(28) MVA OLTC Transformer. Deliver, place, fill and assemble transformer on pad at site, City of Fremont, NE.

Bid Option No. 2: Furnish Two (2) Identical 69-13.8kV 15/20/25(28) MVA OLTC Transformers. Deliver, place, fill and assemble transformers on pads at site, City of Fremont, NE.

Note: Only one Bid Option shall be selected by the City, if any.

Bids received after the above specified time for opening will be returned unopened to the sender.

Specifications are available by request at the office of the Electrical Engineering, 3000 E. 1st St, Fremont, Nebraska, 68025 (Phone 402-727-2613).

Each proposal shall be sealed in an envelope marked “BID FOR SUBSTATION TRANSFORMERS”.

Each bidder shall submit with each proposal a certified check or bid bond by a nationally recognized company, countersigned by a resident agent, payable to the City Treasurer of the City of Fremont, Nebraska, the amount of which shall be not less than five percent (5%) of the bid price for one (1) Transformer and which shall guarantee good faith on the part of the bidder and the entering into Contract within 15 days after notification of acceptance at the price bid.

A performance bond in the amount of 100% of the Contract price will be required of the successful bidder at the time of execution of Contract.

Bids will be evaluated by the City, based on quality, time required for delivery, and experience of the Manufacturer. The City reserves the right to select the bid which best suits its needs whether price is the lowest or not, and also reserves the right to reject any or all bids and waive irregularities therein, and all bidders must agree that such rejection shall be without liability on the part of the City for any penalty brought by any bidder because of such rejections; and the filing of any bid in response to this invitation shall constitute an agreement of the bidder to these conditions.

Bidders may not withdraw bids for a period of sixty (60) days after the date of the bid opening.
