This announcement constitutes only the pre-solicitation notice; proposals will be requested, and a written solicitation will be issued on or around 18 November 2022. Quotes will be due approximately 21 days after the solicitation is posted. Solicitation number FA4600-23-Q-0003 is being issued as a REQUEST FOR QUOTE (RFQ) using FAR Part 12, Commercial services. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-08. All applicable provisions and clauses are included in the actual solicitation. This electronic announcement constitutes the only the pre-solicitation notice being issued. The North American Industry Classification System (NAICS) code is 561210 - Facilities Support Services, and the small business size standard is $41,500,000.00. This solicitation will be set-aside 100% for Small Business.

The Government intends to issue a firm fixed price contract with a one-year base period and two (2) twelve-month option periods and one (1) two-month option period.[HMAG1UA5C1] The Contractor shall provide all qualified personnel and supervision necessary to perform Power Plant Operations and Maintenance Services for Building 518 on Offutt AFB, Nebraska in accordance with the Performance Work Statement (PWS). This PWS will specify any equipment and services that are provided by the Government. The Contractor is encouraged and expected to use innovative approaches to accomplish the requirements of this PWS effectively and efficiently in a timely manner and in a way that fosters pride and ownership in the work performed.

All services shall be performed in accordance with the terms and conditions set forth in the PWS and Solicitation which shall be made available on the Internet at the Government Point of Entry (GPE) website, which is at the following address: https://www.sam.gov. Please reference solicitation number FA4600-23-Q-0003 on all correspondence. The Government reserves the right to cancel this solicitation either before or after the closing date. All offerors shall be registered in System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. Offerors must be registered in the SAM.GOV database before a contract can be awarded to your company. Please acknowledge all requirements of the solicitation in the proposals.
