COMBINED SYNOPSIS/SOLICITATION:
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals/quotes are being requested and a written solicitation is attached. Solicitation RFQ FA4600-19-R-0001 incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) 2005-83, dated 2 Jul 15. This requirement is set-aside 100% for Service-Disabled Veteran-Owned Business. North American Industry Classification System Code (NAICS) is 561740 – Carpet and Upholstery Cleaning Services, with a size standard of $5.5M. All qualified small businesses under this industry are encouraged to submit quotes.
DESCRIPTION OF REQUIREMENT:
USSTRATCOM Command and Control Facility Clean Up.
The work covered by this statement of work consists of returning the furniture, carpet and limited features of the architecture to a clean state, as the facility was furnished during the joint-occupancy period of the construction contract, meaning that furniture installation and construction were occurring at the same time under ‘one roof’. Please see Attachment 1 (PWS) for complete information.
APPLICABLE LABOR LAWS:
This solicitation is subject to the Service Contract Labor Standards FAR 52.222-41
Wages under this contract are subject to the attached prevailing wages, Attachment 2 of solicitation number FA4600-19-R-0001.

SPECIAL INSTRUCTIONS:
Offerors shall be required to return the attached Standard Form 1449 Solicitation FA4600-19-R-0001, signed and filled in appropriately as their offer along with any additional information required to be submitted by FAR 52.212-1 Instructions to Offerors Addenda and any additional fill-in provisions.
All contractors must be registered in the System for Award Management http://www.sam.gov database prior to any contract award.
Offerors MUST provide offers via e-mail ONLY
Offerors shall call and confirm with the Government office designated in this solicitation that their e-mailed offers were received. If they do not then if the offer is not received due to network or technological issues the offer may be considered late.
SITE VISIT:
Site visit will be conducted on 18 December 2018. Offerors interested in attending shall submit the required information as referenced by the first Excel tab in Attatchment 3: Vetting Spreadsheet no later than 10 December 2018.
QUESTIONS DUE DATE AND TIME:
All questions concerning this solicitation shall be sent and submitted in writing by 20 December 2018 at 1200 Noon CST. A question and answer (Q&A) will be posted approximately 2 business days after all questions are in.
OFFER DUE DATE AND TIME:
Offers are due 03 January 2019 at 1200 (12pm) CST.
LATE OFFERS:
Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in this solicitation by the time specified in the solicitation. Quotations/offers or modification of quotes/offers received at the e-mail address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref. FAR 52.212-1(f)).
